Joint Council for the Building and Civil Engineering Industry (Northern Ireland)

The Joint Council, which is administered from 143 Malone Road, consists of members appointed by the Construction Employers Federation and Trade Union representatives. As the body representing both employers and employees for the Industry, the Joint Council determines the wages, hours and working conditions for operatives in the Northern Ireland construction Industry.

The detailed terms and conditions of employments for the industry, agreed by the Joint Council, are published in the Working Rules Agreement, Which is also known as the "Blue Book".

The Joint Council can also help to resolve disputes between members and trade unions who are signatores to the Blue Book through its Courts of Conciliation.

All  wages agreements, holidays and other decisions made by the Joint Council are published in Notices of Promulgation and are distributed to all CEF members.
